This wishlist bug has been open a year without any activity. I'm going
to move it to "Opinion / Wishlist", which is an easily-obtainable queue
of older requests that have come on. This bug can be reopened (set back
to "New") if someone decides to work on this.

  EC2 param validation should not be in middleware

Status in OpenStack Compute (Nova):
  Opinion

Bug description:
  The implementation of data validation in the EC2 API is in a
  middleware. This seems odd as a middleware is intended to be an
  optional piece of code. Param validation should not be optional. We
  should look into pulling the validation out of a middleware and into
  nova.api.ec2.cloud
