Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Change https://review.openstack.org/#/c/35303 deprecates the libvirt
  specific timeout option for "wait_shutdown_seconds" at the compute
  manager level.

  This option should be removed in the J release
