  Task ID should be logged when changing task status

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  Currently messages are logged when a task status changes indicating
  success or failure of the change. However no task ID is logged making
  it difficult to track which task is changing. The task ID should be
  added to these log messages.
