It appears this was fixed in dde2cbafd33b69024e36c741402c8c130ab761e8
with the adoption of IPC posix locks when lock_path is not set.

  Scrubber lock_path does not default to temp dir

  Fix Released

Bug description:
  As of g85075f4b1 glance-scrubber appears to use a lock_path config
  option.

  Docs says this should default to a temp dir if not set, though
  switching delayed_delete=True seems to cause image-delete to fall
  over:
