I don't see us fixing this any time soon, unfortunately. 
FWIW we figured out some workarounds for the functional testing.

Status in OpenStack Image Registry and Delivery Service (Glance):
  Won't Fix

Bug description:
  The configuration information read into glance programs is treated as
  a global variable.  One of the efforts that will help complete the
  blue print https://blueprints.launchpad.net/glance/+spec/refactoring-
  better-faster-stronger-functional-tests is the ability to import the
  various programs into the same process space as the test software and
  each other.  In order to do this the configuration information will
  need to be scoped to each module.
