  Image cache configuration must be duplicated to work

Status in OpenStack Image Registry and Delivery Service (Glance):
  Invalid

Bug description:
  The following configuration options have to be in glance-api.conf and
  glance-cache.conf in order to work as expected:

  image_cache_driver
  image_cache_max_size
  image_cache_stall_time
  image_cache_dir

  This creates a major headache for anyone deploying Glance. Let's
  figure out how to pull these options from glance-cache.conf while
  loading the image cache middleware in the api.
