  config_drive DB column cleanup

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  config_drive doesn't support image IDs anymore.  The config_drive
  column currently is in a weird state where an empty string value means
  False... and code relies on the DB casting True to a string.
