  check-tempest-dsvm-cells-full has lots of failures

Bug description:
  I thought I reported something for this back in February but maybe
  not, I can't find it.  The job is non-voting but always failing so we
  should track that.  Here is an example:

  There are 211 failures in that test.  When looking at the cell logs,
  there are lots of different errors, some are for auth issues, some are
  for problems communicating with the child cell, etc.  I'm not sure
  what root cause there is, or if there are many different failures.

  We should find something to fingerprint in here though so we can track
  a bug against it with elastic-recheck.
