  RemoteErrors with PolicyNotAuthorized need to 401

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  If a remote call leads to a PolicyNotAuthorized, it gets wrapped in a
  RemoteError and causes a 500 error.  This should be properly converted
  to a 401.
