  Refactor vmware spawn method so it can have better test coverage

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  The spawn method has a lot of inner methods that should really be
  utility methods.  The way it is written makes it hard to add unit
  tests and also difficult to merge changes as many people need to touch
  the same code.  This should be refactored to make it easier to handle.
