This is a good idea, but it is not a bug. It is new, significant
functionality to Horizon, and should be handled via the blueprint
process. Note a related blueprint to improve error messaging in horizon
(although it does not mentiona a history):

Title:
  add error history log in horizon

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  currently, when there is an error on actions in horizon we are getting a pop-up error which disappears. 
  I think it would be helpful to keep a history of these errors in horizon and allow to filter them by an object or time so that admin would be able to view past errors with searching all the logs in the servers themselves.
