  "get console output" v3 API allows to fetch selecting range of output

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  In our application ,we need to call this method several times .For each time ,it will retrieve all the output. 
  It would be nice to return selecting range of output instead.
