Bug description:
Trying to create a new server with a security group that does not
exist raises a 404 error with neutron, but not with nova-network.
Since the security group not existing is not directly related to the
server creation, I agree with the nova-network API, that the raised
error should be 400, not 404.
The following test fails in tempest when openstack is configured with
neutron:
tempest.tests.compute.servers.test_servers_negative:ServersNegativeTest.test_create_with_nonexistent_security_group
