I'm also marking the bug as Opinion because it's an artifact that was
created for a cleanup by the author. It's a fine fix, and happy to
reopen but not something we should keep open in current state.

Bug description:
  These functions look to do pretty much the same thing.  It seems like
  we should be able to combine the functions into a single
  implementation.
