  "nova server-group-delete" allows deleting server group with members

Bug description:
  Currently nova will let you do this:

  nova server-group-create --policy anti-affinity antiaffinitygroup
  nova boot --flavor=1 --image=cirros-0.3.1-x86_64-uec --hint group=<group_uuid> cirros0
  nova boot --flavor=1 --image=cirros-0.3.1-x86_64-uec --hint group=<group_uuid> cirros1
  nova boot --flavor=1 --image=cirros-0.3.1-x86_64-uec --hint group=<group_uuid> cirros2
  nova server-group-delete <group_uuid>

  Given that a server group is designed to logically group servers
  together, I don't think it makes sense to allow nova to delete a
  server group that currently has undeleted members in it.
