This really isn't a bug, it's not enough to move forward on. Happy to
reopen with a larger description of what's the thing we should fix.

  Opinion

Bug description:
  Somehow through DB manipulations or something, a compute_node entry
  can point to a non-compute service_id.  We should sanity check this
  when scheduling.
