This has been fixed with Federation and is not a bug but a BP/Spec.

  SAML Identity backend

Status in OpenStack Identity (Keystone):
  Invalid

Bug description:
  SAML is the standard for Sharing identity across organizational
  boundaries.   This would have many of the same design and
  implementation details as LDAP.  SAML is a query mechanism, with the
  response coming as a signed document, but beyond that, it would be one
  Domain per IdP.  Keystone would make the queries to the SAML based
  IdP.
