Bug description:
  Starting up keystone in grenade (old/icehouse) fails . This blocks all
  tempest check-grenade-dsvm-icehouse job with:

  (keystone.token.provider): 2014-08-15 22:04:42,459 WARNING provider get_token_provider keystone.conf [signing] token_format is deprecated in favor of keystone.conf [token] provider
  (keystone): 2014-08-15 22:04:42,508 CRITICAL log logging_excepthook No module named utils
  key failed to start
