  Attaching a network interface is a blocking operation

Status in OpenStack Compute (Nova):
  Opinion

Bug description:
  The attaching of a new network interface to the instance is a blocking
  opertaion. This causes the client call to wait. In the case that the
  compute node was loaded this took up to a minute. The API calls should
  not be blocking
