Bug description:
  It seems that you should have consistent behavior.

  You can allocate and deallocate floating IPs from Access & Security
  but from Instances you can only associate IP with and disassociate IP  from instances.

  This seems related to bug 1226003 but has a simple fix of not deallocating from
  SimpleDisassociateIP action.
