  publish revocation events

Status in OpenStack Identity (Keystone):
  Invalid

Bug description:
  Token revocations are based on logic that can be generalized, and in
  fact processed on remote systesm.  They do not need the explicit list
  of tokens, just the events that were used to generate that list.  Only
  publishing the events has the benefit that tokens can become ephemeral
