  IceHouse Unable to start instance with GRE

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  I am not able to run a nova instance using Neutron GRE networking

  When I try to boot an instance I see in nova-scheduler.log the
  following:
