  Instance reschedule elevates to admin context

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Some resources should not be available when launching an instance
  (networks that belong to other projects for example). For this reason
  the original context should be maintained when rescheduling an
  instance. Currently the second launch occurs with an elevated context.
