  Error msg says "No valid host found for cold migrate" when resizing VM

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Because resize and cold migrate share common code, some of the migrate
  code shows through in the error handling code in that when a valid
  host can't be found when performing a resize operation, the user sees:

  "No valid host found for cold migrate"

  This can be confusing, especially when a number of different actions
  can be going in parallel.
