Title:
  Getting "No more IP addresses available" error , though enough IP's
  available on the pool

Status in OpenStack Neutron (virtual network service):
  Won't Fix

Bug description:
  Hi,

  I was running tempest on my newly deployed H3 environment. Observed
  the below issue

  I have enough free IP's on the pool.

  my external network's subnet allocation pool range and currently allocated ports/ip's list

   From the above output its evident that i have  4 more floating IP's free in the pool
   however if I create a new floating IP i am getting the error.
