  Hyper-V agent fails on Hyper-V 2008 R2 due to missing
  "remove_all_security_rules" method

Bug description:
  A recent regression does not allow the Hyper-V agent to run
  successfully on Hyper-V 2008 R2, which is currently still a supported
  platform.
