  XMLHttpRequest header instantiation for Django-Angular

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  We currently need to include a XMLHttpRequest header if we want to
  fetch something from Django so that is is interpreted as an AJAX
  request. This is cumbersome and should really be a global setting.
  This is a small step in improving our future Angular work.
