  Arista ML2 driver should let EOS know when it is syncing

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The Arista ML2 driver performs a periodic sync with EOS to figure out
  if EOS data is inconsistent with Neutron database. The driver needs to
  let EOS know when the sync starts and when the sync completes.
