Launch an instance from volume snapshot is no longer possible

Bug description:
Snapshots created from bootable volumes can no longer be booted, since
the Launch as Instance action no longer eppears on the project ->
volumes volume snapshots tab.
How to reproduce:
1. Go to project -> volumes
2. Create volume, using a source of Image, and select the cirros image (or any other bootable image)
3. After the new (bootable) volume is created, use Create Snapshot to create a snapshot.
4. In the snapshot tab, the newly created snapshot will NOT have a "Launch as Instance" action
Snapshots of bootable volumes should be launchable, and this
functionality used to work.
