  updated ip_address for router interfaces not honored on nodes hosting
  router

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  When the router  interface ip_address is updated on the controller, the controller shows update successful.
  However, on the nodes hosting the router, the router interfaces in the namespaces continue to stick to the old ip address.
