  Launching vms and quota reached

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  A user reported: when trying to launch more instances, than the actual
  quota allows, no instance is started.

  Currently, this can happen, if you start the launch instance workflow
  via horizon and add other vms via cli.
