This is actually by design we have pagination. See

  In a Scale setup nova list returns only the 1000 odd vm's at one shot
  and not the whole list

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  In the scale tests it is usually seen that the nova list returns only
  the 1000 odd vm's and not the whole list even though the instances
  would have been provisioned above 2000 +
