  Translation settings under usersettings page does not work

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Translation settings under usersettings page does not work for
  following languages: hi, sr, zh-tw. After choosing such language
  website strings translates back to english.
