  Workflow Wizard depends_on won't be checked on javascript

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  Currently the Workflow field depends_on will not be checked on JavaScript.
  So even if your step is not valid you will still get to the next tab and will only see the errors at the end.

  Lets consider that I have a workflow where I have a field that is set
  or not set by a step and the next step `depends_on ` that field. Or
  even at the start of the workflow.

  depends_on is only checked at the end of each workflow, which is in my
  eyes a really bad behavior / design.

  Edit: this is only true when running in wizard mode.
