  neutron.conf missing policy_file option

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  In Juno, ther's no option policy_file in neutron.conf, which causes exception, when I start services:
  2014-10-23 12:18:25.013 32561 TRACE neutron PolicyFileNotFound: Policy configuration policy.json could not be found

  
  Another issue, related to neutron.conf.

  Ther's no `host` option !
  I just spent 3 hours trying to understand why port was of type `binding_failed`. 

  It was because agents were using wrong hostname.
