  RDO - openstack-glance-api.service fails when backend is not
  configured locally

Bug description:
  Hi ,

  openstack RDO installed on rhel7  with packstack installer .
  Whenever glance uses non-default backend , service glance-api in fail state .

  I got the same results for storge rbd and swift

   ERROR: Store for scheme rbd not found
