  Invalid tenant ID is allowed when creating a network

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  The following will create a network for an invalid tenant ID:

  $neutron net-create --tenant_id xxxxx test

  Tenant ID should be validated before creating any entity (network,
  port, subnet, etc)
