Title:
  v2.1 api sample tests taking a long time to run

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  There have been reports that the api sample tests for v2.1 are taking
  significantly longer to run that the v2 versions. This needs to be
  investigated and fixed. Eg. is it setup time (stevedore?), is it
  jsonschema input validation? Or something else
