Title:
  create dependancy between http service and horizon

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  can we create a dependency between horizon packages and http so that after package update of horizon packages we would restart http service as well? 
  the reason I think this should be done is because I updated horizon packages and after the upgrade some modules failed to load properly because of http restart so I think it would be good practice to restart http as part of package update.
