[Bug 1399527] Re: Juno:nova error message not matching to relevant to the issue.
So, if you can figure out a nice way to make the error message more
relevant, it's a fine patch. But the error is also a relevant one in
that no hosts were found that could satisfy the needs of the launch.

Steps to reproduce:
1. create working juno latest setup(single node dev-stack)ubuntu(14.04 server).
2. create network with subnet pool defined only to release 2 IP's.
3. spawn first VM and check VM got the IP.
4. spawn 2 nd VM and it's expected to go ERROR.
5. check the ERROR message and its not matching to the issue, and ERROR message should be related to VIF creation and not with scheduling.
