[Bug 1279347] Re: Horizon user with member role should not be provided with subnet creation option for external network
Not reproducible on Kilo Devstack: regular user which was created that
way is not able to see public external network. Closing as 'Invalid'.
Feel free to reopen if it is reproduced in Juno/Icehouse.

Bug description:
Horizon user with member role should not be provided with subnet
creation option for external network
Steps to reproduce the issue:
1- Login to Horizon using Administrator account and create an user with role as member
2- Logout and login to horizon as normal user
3- Click on networks tab, click on external network
4- There you can see the "create subnet" button.
5- Click on create subnet and provide the required details for subnet creation.
6- Subnet creation fails as expected but for a better user experience, the option of creating subnet for external network should not be provided to user with member role.
