Title:
  Linux Bridge not getting removed,if ovs is not running and if we
  terminate failed instance

Status in OpenStack Neutron (virtual network service):

Bug description:
  Using icehouse on ubuntu 12.04 with multiple compute nodes in
  multiple AZ.

  On one of the AZ there is only one compute node!!.

  When tried to create instance on that AZ  because of high CPU usage on
  that compute node ovs failed (can be because of different reason but
  ovs was not running) and on horizon it returned "No valid host" error
  ,so i terminated that instance from horizon ,but on compute node linux
  bridge created for that instance is still there with its corresponding
  veth pairs.

  One instance was already running on this compute node.

  brctl show
