  Unhelpful error message when updating quota

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  When updating network quota using the following command:

  neutron quota-update --network 10000000000

  the client ouputs:

  "Request Failed: internal server error while processing your request."

  This request fails since the parameter exceeds the integer range. An
  error message like "Request Failed: quota limit exceeds integer range"
  would be more friendly to users than just raising a single internal
  server error.
