  use vif_detail in mlnx MechanismDriver to pass physical_network

  Fix Released

Bug description:
  Mellanox networking solution requires knowledge of physical network during VIF plugging in nova.
  vif _details dictionary on bort:binding should be used to hold this the information in order to propogate to nova
