  big switch: optimized floating IP calls missing data

Bug description:
  The newest version of the backend controller supports a floating IP
  API instead of propagating floating IP operations through full network
  updates. When testing with this new API, we found that the data is
  missing from the body on the Big Switch neutron plugin side so the
  optimized path doesn't work correctly.
