Title:
  Containers with unicode names can't switch from private to public

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  In Horizon's containers' tab, create a container with the name
  "Cédric:" and the container access to private. After creating the
  Access is set to private. When clicking on More -> Make Public,
  Horizon returns a success message, but the access remains private.
