  objects.BandwidthUsage.create does not honor the update_cells argument

  Fix Released

Bug description:
  objects.BandwidthUsage.create() has replaced
  conductor_api.bw_usage_update() which took an argument 'update_cells'.
  This changes the behavior of _poll_bandwidth_usage with cells so it
  should be added to create().
