  [database] section missing when generating nova.conf.sample

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  Using "tox -egenconfig" for generating etc/nova/nova.conf.sample . The resulting file doesn't contain the section for the database options.
  Tested with current git master and also with juno stable branch.
