  Network: neutron allocate network creates neutron client a number of
  times

Bug description:
  The method allocate_for_instance creates a neutron client a number of
  times. This only needs to be done twice. The first for the tenant and
  the second for the admin (this is in the event that the port bindings
  need to be configured)
