Title:
  l3-ha sometimes results in non-functional state

Status in OpenStack Neutron (virtual network service):
  Expired

Bug description:
  Create an OpenStack system with 2 nodes with devstack and issue the
  following:

  $ neutron router-create routerha --ha True
  $ neutron net-create priv2
  $ neutron subnet-create --ip_version 4 --name priv2-subnet priv2 10.10.0.0/20
  $ neutron router-interface-add routerha priv2-subnet
  $ neutron router-gateway-set routerha public

  Sometimes an IP address is set on the backup router, which means the
  router doesn't work.

  There seems to be some subtle timing related bug with keepalived.  I'm
  having trouble obtaining a useful log, as this problem is not always
  reproducible.
